The Government as a Platform project investigated how digital platforms can support collaboration between public authorities, NGOs, private actors and civil society in crisis situations.
The starting point was the Russian attack on Ukraine. The reception of Ukrainian refugees in Switzerland highlighted where existing administrative structures reach their limits when it comes to coordination. The project developed a framework tailored to the Swiss context and implemented key approaches as prototypes. These include a digital platform for refugees and organisations, a decentralised digital identity solution and AI applications. Further work focused on governance and international examples such as Estonia.
The final report summarises the findings and provides an overview of the approaches and prototypes developed.
