SUMMARY:Kybernetik und Kritik. Eine Theorie digitaler Regierungskunst
DESCRIPTION:Anna-Verena Nosthoff und Felix Maschewski im Gespräch mit Roland Meyer \nUnsere Gegenwart\, in der Technologie und Wissen exponentiell an Bedeutung gewinnen\, ist zugleich auch eine Zeit ungebremster Krisen – nicht zuletzt ausgelöst dadurch\, dass sich die ungleiche Verteilung von Ressourcen rasant zuspitzt. Interessant wird es\, wenn nicht diese Ungleichverteilungen als Problem adressiert werden – sondern stattdessen (meist lukrative) Möglichkeiten geliefert werden\, die daraus entstandenen Krisen zu «managen».\nDer Begriff «Lösungsorientierung» kann also ein Denken kennzeichnen\, das eher an Marktbedürfnissen als an der demokratischen Aushandlung der Interessen von Vielen orientiert ist. Das Versprechen\, die Macht der Technologie für das Gemeinwohl zu nutzen\, gab Unternehmer:innen in dem Moment\, als klar wurde\, dass die kapitalistische Wirtschaftsweise eher soziale Probleme verursacht\, als sie zu lösen\, ihre Legitimität zurück – so die Soziologen Oliver Nachtwey und Timo Seidl. Sie argumentieren\, dass dieser Solutionismus den «Geist des digitalen Kapitalismus» kennzeichnet\, d.h. die Überzeugungen\, die das Handeln heutiger digitalen Eliten (Gründer:innen\, Risikokapitalgeber:innen\, leitende Ingenieur:innen\, Manager:innen usw.) legitimieren\, motivieren und ausrichten.\nEvgeny Morozov definiert den Solutionismus als eine Ideologie\, die «alle komplexen sozialen Situationen entweder als sauber definierte Probleme mit definitiven\, berechenbaren Lösungen oder als transparente und selbstverständliche Prozesse umgestaltet\, die leicht optimiert werden können – wenn nur die richtigen Algorithmen vorhanden sind». Soziale Probleme erscheinen so nicht mehr als Ergebnis von Macht- oder Vermögensasymmetrien\, sondern als Ergebnis von Ineffizienzen und Mängeln: Sei es die Klimakrise\, der Hunger oder demotivierte Mitarbeiter:innen\, passend zu jedem gesellschaftlichen Nagel existiert ein technologischer Hammer. SUMMARY:Digital Resilience in Crisis: Does a Government as a Platform (GaaP) Approach Improve Digital Crisis Response?
DESCRIPTION:The 3-year DIZH project «Government as a Platform: Orchestrating Stakeholders in Crisis Situations through Digital Platforms in the Canton of Zurich» focused on supporting Swiss public administration in building resilience to crises. Using the Ukrainian refugee crisis as a case study\, an experimental open platform was developed to improve coordination between different stakeholders in the Canton of Zurich. \nThe final presentation offers an opportunity to explore key findings from the research and to discuss the future of digital resilience in Switzerland – including how a GaaP approach can be applied in crisis situations. The project was carried out by a team of researchers from the University of Zurich and ZHAW\, under the supervision of Prof. Dr. Liudmila Zavolokina\, Prof. Dr. Gianluca Miscione\, and Prof. Dr. Gerhard Schwabe – all members of the Digital Society Initiative (DSI) at the University of Zurich. \nThe event is open to all interested parties. \nLanguage:  English\, questions in German are welcome \nRegistration: Link (open to public\, registration needed)

DESCRIPTION:How do technologies of visualization deliver new insights into making mass atrocities or other territorially distributed phenomena comprehensible? \nThis workshop will explore the application digital methodologies in the study of history and geography with a focus on mapping violence in its many forms. DESCRIPTION:In what ways can knowledge from the social sciences and contemporary art relate to and complement one another? – This Public Exploration brings together geographer Rachel Franklin and visual artist Verity-Jane Keefe. Both have worked with and about places and communities described as ‚left behind‘. \nIn discussions about urban and regional development\, ‚left-behindness‘ is associated with densification and socio-spatial centralisation. The term has also gained attention in policy debates. However\, it is often unclear how well it reflects the complex realities of peripheralised places and communities. \nWhat approaches and methods are needed to understand these realities? How can the experiences and perceptions of local residents be included? DESCRIPTION:The annual Plenary Assembly has become a central part of the exchange between researchers from the DIZH partner universities. And while the end of the DIZH is still a few years ahead\, it seems to be time to start thinking about how to sustain the initiatives in which the universities work together.  \nUnder the theme Digital Futures\, this year’s assembly invites all researchers from DIZH partner universities – whether part of a joint structure or not – to reflect together on what cross-university collaboration can look like beyond 2029. The conversation draws on what researchers have learned – and how that knowledge can be shared and built upon.  \nResearchers from DIZH partner universities will present their experiences with and strategies for interdisciplinary innovation\, followed by an open discussion on how collaboration can grow and endure – and how researchers outside formal structures can connect\, contribute\, and shape what comes next.  \nThe Plenary Assembly will conclude with an apéro\, providing further networking opportunities where conversations can continue and collaborations can take root.

SUMMARY:Im Maschinenraum der Cloud. Perspektiven für eine demokratische Digitalisierung
DESCRIPTION:Der globale Ausbau digitaler Infrastrukturen im Zeichen der «Künstlichen Intelligenz» und ihrer vermeintlichen Effizienz schreitet in einem gewaltigen Tempo voran. Doch fehlt es häufig an öffentlicher Diskussion und demokratischer Teilhabe. Gigantische Mengen an privatem und öffentlichem Kapital fliessen in immer grössere und ressourcenintensivere Daten- und Rechenzentren sowie hochverdichtete Satellitennetze\, mit kaum absehbaren ökologischen\, sozialen und politischen Konsequenzen. Zugleich erleben wir eine mit Lust an der «Disruption» vorangetriebene radikale Umgestaltung zahlreicher Lebensbereiche durch kommerzielle Plattformen und Services\, die demokratische Regulierungen und Steuerungsmechanismen unterlaufen. Öffentliche Verwaltungen und ganze Staaten begeben sich in komplexe und hochriskante Abhängigkeiten\, in dem sie Infrastrukturen und essentielle Services auslagern. Sich daraus zu lösen\, bleibt herausfordernd. \nWie wirken sich Plattformkapitalismus\, KI-Hype und Digitalisierungsboom auf unseren Alltag aus? Wie verändern digitale Infrastrukturen Arbeits- und Lebensformen\, städtische Räume und Landschaften? Und wie kann eine demokratische Antwort auf die Macht der Plattformen aussehen? \nDiesen Fragen wird sich das zweitägige ZKK-Symposium „Im Maschinenraum der Cloud“ widmen. Es bringt wissenschaftliche\, politische und künstlerische Perspektiven ins Gespräch\, um neue Zugänge zu diesen zum Teil kaum sichtbaren Entwicklungen zu schaffen und den Raum für demokratisches Handeln zu öffnen. Der Fokus liegt dabei auf Zürich und der Schweiz – denn im Blick auf das Lokale\, so die These\, werden abstrakte Dynamiken begreifbar und Ansatzpunkte für konkrete Interventionen sichtbar. \nKuratiert von Monika Dommann\, Roland Meyer\, Katharina Morawek und Felix Stalder
